Conspiracy to commit an offense or to defraud the United States includes the acts by federal officials using their office to engage in criminal activities; that decreases the effectiveness and respect for such agencies. Violated by officials in the FAA, NTSB, Transportation Department, Justice Department officials; federal judges; and others.

 

Case law relating to section 1001 defines defrauding the United States as doing any act which decreases its effectiveness, causing the agency to wrongfully act or not act on such writings or acts, or decreases the public confidence in such agency.
