INS Agent Rumaldo Solis Rumaldo Solis, a border inspection agent of the Immigration and Naturalization Service (INS) stationed at the border crossing with Mexico at Port Hidalgo discovered the kingpin role in drug smuggling of an agent of the Drug Enforcement Administration (DEA), and the murder of a Mexican, in Mexico, when the Mexican discovered the identify of that DEA agent. When Solis' superiors in INS sought to cover up for the crimes, and Solis pursued the matter, DOJ prosecutors filed false drug charges against the Solis, resulting in years of imprisonment.
