Continued Judicial Block Despite 9/11 Ripple Effects District of Columbia Federal Judges Former federal agent Rodney Stich continued to circumvent the massive cover-ups by filing a lawsuit in the federal courts in the District of Columbia, seeking to report the problems that enabled the 9/11 hijackings to occur, while simultaneously addressing the criminal aspects and the actions seeking to halt his exposure activities. That information was based upon what the corruption that he initially discovered while a key federal airline safety inspector. On June 7, 2002, he submitted for filing a lawsuit, seeking to report the criminal activities that played key roles in the conditions enabling four groups of terrorists to hijack four airliners on 9/11. That lawsuit also sought relief from the violations of federally protected rights that were part of the various schemes to halt his exposure activities. (MS Word) (Adobe PDF) In blatant violation of the federal crime reporting statute, 18 U.S.C. § 4, and also legal filing requirements, federal judges refused to allow the lawsuit to be filed. In this way, federal judges continued the practice of blocking reports of high-level corruption.. Stich sent a letter sent to the court clerk requesting a reason for refusing to file the complaint. June 20, 2002. (MS Word) (Adobe PDF) An order was issued on July 1, 2002, refusing to allow the filing of the appeal brief on the basis that 11 years earlier, on September 23, 1991, district judge Stanley Sporkin (former CIA legal counsel) had issued an order permanently barring Stich from filing any papers in any federal court without prior approval (which the record showed would never be given). (Adobe PDF) Another letter was sent to Judge Coleen Kollar-Kotelly, August 12, 2002, requesting an explanation for refusing to file the lawsuit. (MS Word) (Adobe PDF) Statement of issues raised in this appeal. September 30, 2002. (MS Word) (Adobe PDF) Stich filed an appeal brief, December 6, 2002, stamped received on December 9, 2002. (MS Word) (Adobe PDF) Appellate judges then issued an order refusing to hear the appeal on the basis of Judge Stanley's order 11 years earlier. January 16, 2003. (Adobe PDF) Stich then filed a brief with the court of appeals en banc, which notified every judge in the District of Columbia appellate court of the serious charges, January 25, 2003, stamped received on January 27, 2003. (MS Word) (Adobe PDF) An order refusing to hearing the case was signed by court of appeal judges Edwards, Sentelle, Henderson, Randolph, Rogers, Tatel, and Garland, March 26, 2006. (Adobe PDF) Another order refused to hear the case by order of May 15, 2003. (Adobe PDF) All of these judges knew of the attempts by a former federal agent to report the documented criminal activities that had enabled to occur a long series of airline disasters, and which could be expected to have played a prominent role in the hijackings of four airliners on 9/11. All of the judges also knew that: The federal crime reporting statute required that federal judges receive information on a federal crime that was offered, and that the requirement is mandatory, as part of the judge's administrative duties. And that blocking the reports were felonies under the obstruction of justice statutes. Covering up for the documented criminal activities would, as in the past, continue the corruption and continue the record of resulting tragedies. In the aviation environment, this would mean a continuation of the history or subsequent deaths. Petition submitted to U.S. Supreme Court.
