Appointing as secretary of the Department of Commerce Ron Brown, who was associated with various scandal.
Appointing as Under-Secretary of State for Global Affairs Tim Wirth, who reportedly received nearly a quarter of a million dollars in campaign funds from insolvent savings and loans.
