Appointed Federico Pena to control of the U.S. Department of Transportation, despite Pena's involvement in the corruption involving the acquisition of the Denver International Airport. The corruption involved HUD, the savings and loans, and CIA assets.

Appointing as secretary of the Department of Commerce Ron Brown, who was associated with various scandal.

Appointing as Under-Secretary of State for Global Affairs Tim Wirth, who reportedly received nearly a quarter of a million dollars in campaign funds from insolvent savings and loans.
