Al Qaeda's primary terrorist, Ramzi Yousef, had given information to a former New York City Mafiosi, Gregory Scarpa, Jr., that an airliner would shortly suffer a downing in an attempt to declare a mistrial in Yousef's ongoing criminal trial at New York City. Al Qaeda's primary bomber, Ramzi Yousef, had been giving Scarpa for over a year advance information of planned al Qaeda terrorist attacks--that did occur—with horrendous loss of life, and followed by far greater harm to Americans and others. The first advance information related to the downing of TWA flight 800. The next advance information related to the bombings of U.S. embassies in Africa. And then the planned hijackings of U.S. airliners and flying them into buildings. Al Qaeda's Ramzi Yousef gave this advance information to Scarpa, and Scarpa provided this information on a regular basis to FBI agents in the New York City offices. Key officials in the U.S. Department of Justice deep-sixth the advance notice of the planned al Qaeda attacks so as to withhold credibility to the furnisher of the information: Gregory Scarpa Jr. Department of Justice officials had planned to discredit Scarpa's impending testimony in several murder trials. Scarpa was scheduled to testify about the murders that his father, a Mafia capo, had committed with the help of, and at the suggestion of, a key FBI supervisor. If action had been taken to prevent the forewarned terrorist attacks, the source of the information, Scarpa Jr. would have been shown as credible, thereby putting the FBI supervisor at risk of prosecution. To protect that FBI supervisor―and the Department of Justice officials that ignored the relationship―it was schemed to discredit Scarpa Jr. To carry out this scheme, it required deep-sixing the advance information of the terrorist attacks that he was providing to FBI agents. If that information had been used, it would have revealed the grave information that would have protected the United States and showed Scarpa's credibility.
